Delhi Police has given a major report to the Supreme Court that the 2020 Delhi riots were not a spontaneous outbreak of violence but a planned “regime-change operation” designed to weaken India. The claims have been made in a detailed 177-page report submitted during hearings related to bail pleas of several victims.

The police said the violence was deliberately organized by a network of people who used the anti-CAA protests as a platform to make unrest in Delhi. According to the Report, the timing of the riots—during the visit of then-US President Donald Trump—was trying to attract global attention and defame India internationally.

Officials said the violence followed a structured pattern seen earlier in certain states, pointing it was “pre-planned and calibrated” rather than a immediate eruption. They further alleged that the accused delayed court proceedings by filing unnecessary applications and refusing to cooperate, destructing the legal process.

The riots, which took place in North-East Delhi in February 2020, left 53 people dead and hundreds injured. Properties, shops and homes were set on fire, leading to major economic and social disruption.

Some of the accused — including activists Umar Khalid and Sharjeel Imam — have been booked under the Unlawful Activities (Prevention) Act (UAPA). The Delhi Police argues that the seriousness of the charges means “jail, not bail” should apply.

The case is currently under review by the Supreme Court, which is examining the report as part of ongoing bail hearings. The court’s response will determine whether the riots are viewed primarily as communal violence or as part of a broader coordinated conspiracy.
